Earlier this year, I had a mild rant about Congress changing the depreciation rules in December 2010, retroactive to Sept. 8. Apparently, bad behavior begets more, as the IRS has now shown up late, too. In the last days of March, after most farm and business tax returns were filed, they issued guidance on how this transition from 50% to 100% bonus depreciation was to take place.
